You can get 50% more points when you purchase 1,000 to 49,000 points. And you get 100% more points when purchase 50,000 to 60,000 points. With this special sale, the points are as low as $0.00575 cents if you purchase 50,000 or more. To be Honestly, $0.0057 cents per point is not a bad deal. Even for just 50% bonus points, some hotels already make sense to using points to make reservation.

I checked the price for HK Intercontienal hotel, the rate for 16th October is HK$4,100(USD528) or 45,000 points for a single night. (See below screenshot)
With this bonus points promotion, purchase 45,000 points is only USD345 but the room rate is USD518 (HK$4,100), It is making sense if you purchase points to make the reservation.

My Conclusion
For some hotels using points to book a night is cheaper than paying the room rate. For this situation it is make sense to purchase points for your reservation. Remember you can only purchase 120,000 point and collect 120,000 point as gift per year. After you purchased the points, it takes about 24-48 hours to effective in your IHG reward club account. Most important of this promotion is that the IHG PointBreaks(5000 point per night) is coming two weeks later. Is IHG want more club members to get enough points to participate in the upcoming PointBreaks Event?
