IHG has launched a member exclusive promotion which you can get up to 25% off for participating hotels in Asia (excluding China, Hong Kong, Macau and Taiwan), Middle East and Africa. If you are IHG rewards club member you can get extra 10% off.

I have checked for few hotels and this rate may not the cheapest rate. What I suggest is that you start your search in www.ihg.com homepage. It is because if you search from the promotion page, only this promotion rate will show up and you can’t compare with other rates.
I have tried to search the booking rate from the home page, this promotion rate “IHG® Rewards Club Member Exclusive with Breakfast” will still show up. It is more easier to compare if this rate make sense to you.
My conclusion
This rate seems also include free breakfast. I have checked this member exclusive rate on few properties and they are all included breakfast even this benefit is not stated in the promotion page.
